Painting is under plexiglass in older wood framing. The overall framed size is ~21 x 28 inches. Painting is signed lower right. As with Phillips' other early works of San Francisco, this work shows super nice precision and detail. Painting is watercolor on heavy watercolor paper and is mounted to board. By the 1930s Phillips had settled in San Francisco. He studied there with Louis J. Rogers, Alfred Owles, and at Jean Turner Art Center. He died in San Francisco on Aug. 22, 1981.
